Mass Notification & Emergency Communication...

What a huge topic this is...How many ways are there to notify the masses of emergency situation? A couple of questions come to mind...what constitutes an emergency? which part of the masses do I notify, when? If I have a bomb scare in one building, do I benefit from alerting the entire campus? If I have a shooter in the High School, do I panic all of the elementary school kids with an announcement to all district buildings? Is it the sort of emergency where I should evacuate or would evacuation make the evacuees a target as they shuffle out the doors?
